๐What it means
The estimated sum of tokens needed to complete a unit of work: an activity, a task, an action, an attempt, an initiative, an arc or a pursuit. It is an estimate, so it is entered by the one who sizes the work (Elrond, for an initiative attempt), never read back from the ledger. A larger unit's effort is the sum of the efforts of what it is made of: an initiative's from its attempts, an arc's or a pursuit's from its initiatives. A unit with no estimate is UNESTIMATED, never zero.

๐Nuance
Always say whose effort: an attempt's or the whole initiative's. The initiative figure includes every attempt along the escalation ladder; the attempt figure is one run of the work.
