A prioritised action taken to reach one outcome. It states the action, the success criteria that say when the outcome is reached, and the initiatives needed to get there in the order they must happen. Those initiatives may come from any number of arcs, which is why a pursuit exists: the outcomes that matter usually cross services and depend on work in several arcs. A pursuit has one owning agent, a human operator owner beside it (a person on the root-owned list of operators), and a priority rank among all live pursuits (1 comes first). Its progress and the step it waits on are always read live from the initiatives, never stored, and it is achieved only when every step is closed and every criterion is met with its proof. Registry record `pursuits` (with `pursuit_criteria` and `pursuit_steps`), key CAROL-PUR-NNNN, reached through shared machinery. Its completion is read by effort: the initiative effort of its closed steps divided by the initiative effort of all its steps.

๐Nuance
A step is judged by its initiative's STANDING attempt (the newest row of the family), never the first row: an -00 row can read closed while its -02 attempt is still parked. Work done ahead of the sequence is allowed and named, not refused; a step discarded or redirected is named as needing a decision. The rank changes only by re-ranking the whole live order.
