📖What it means
The unit of governed change: one piece of work, filed with its own success criteria, owned by whoever asked for it, and graded at its close. Anyone may REQUEST an initiative; only the engineering head may FILE one, and a filing is refused unless it is still valid, carries criteria, and clears the duplicate gate.
⚖️What it is NOT
The neighbours this word is most often confused with, and the line between them.
Not: Attempt
The initiative is the work; an attempt is one try at it. The -NN suffix is an attempt and never an initiative in its own right.
Not: Request
Anyone may request; only Elrond may file. A request that was never filed is not an initiative.
