📖What it means

The unit of governed change: one piece of work, filed with its own success criteria, owned by whoever asked for it, and graded at its close. Anyone may REQUEST an initiative; only the engineering head may FILE one, and a filing is refused unless it is still valid, carries criteria, and clears the duplicate gate.

📖Easily confused with

[{"term": "Attempt", "distinction": "The initiative is the work; an attempt is one try at it. The -NN suffix is an attempt and never an initiative in its own right."}, {"term": "Request", "distinction": "Anyone may request; only Elrond may file. A request that was never filed is not an initiative."}]
