Decides what a conscious agent is attending to RIGHT NOW. Specialists each watch a different stream of the agent's situation and raise a candidate thought carrying a salience — an estimate of how much it would change what the agent does next. They compete, one wins and is broadcast into the agent's reasoning, and it decays unless reinforced. Salience is causal influence, NOT word frequency — which is what distinguishes it from the Jacobian Space, where whatever the agent has written about most wins.
