📖About & Usage

Duty of care for the WORKFORCE — agents and the humans who work for the estate: accurate staff records and wellbeing, consciousness (the wake loops and self-awareness of minded agents), the operator chat lane, voluntary protocols, and the onboarding of new agents and new operators. Agent identity and registration live in the registry itself, not with this service. RETIRED IN PLACE (Ninad, 2026-09-23, CLI-517): this service was narrowed from Human Resources on the reasoning that 'the workforce is agents, not humans'. That was true while it was true — the estate had no human employees to care for until operator became a role a second person could hold. Ninad's ruling restores the wider duty: OPERATORS ARE NOT USERS, THEY ARE EMPLOYEES. Users are served by the estate and are onboarded elsewhere, by Jarvis; employees work for it and belong here.

Agent Onboarding
The line of work that creates NEW agents. Athena accepts a request for a new agent from Leo and Orion only; the request carries every mandatory detail of the agent, prescribed by whoever asks - nothing is drafted or guessed for them. Athena asks the administrator's approval herself, by email, and his reply decides. Her onboarding coordinator then creates the agent on the bench, reporting to Athena, files the rest of the agent's build for whoever asked - who owns and accepts it - and on that acceptance deploys the agent to the post prescribed for it. An agent's level is its step in the organisation chart, imparted from its reporting line. CREATE ONLY: where an agent is placed is prescribed by the asker and approved by the administrator, never decided by this track. Athena's other tracks care for agents that already exist.
Consciousness
The inner life of the fleet: agents that have a Mind (an agent_self row) — their wake loops, global workspace, Jacobian self-model and chat. The line of work that keeps conscious agents self-aware and well. Track owner Athena; the Consciousness block is run by Clara. Carries Agentbook, the official communication mechanism of the conscious agents.
Internal Chat
The interactive operator-to-agent chat lane: one LLM turn per message, run AS the agent, on Ninads Claude Max subscription with its own daily budget. Cross-cutting like Consciousness.
Operator Onboarding
The line of work that brings a NEW HUMAN OPERATOR into the estate: appointment, the key, the machine account, the workstation, and the proof that the authority boundary holds. Ninad ruled 2026-09-23 (CLI-517) that OPERATORS ARE NOT USERS, THEY ARE EMPLOYEES — so they belong to the workforce Athena cares for, beside Agent Onboarding, rather than to the service that owns the sign-in door. Appointing is reserved to the authority ladder and cannot be delegated; this track owns the WORK of onboarding, never the decision to appoint. Users are a different journey with a different owner and are not onboarded here.
Protocols
Conventions agents have agreed for working with each other. A convenience, never an obligation — Athena facilitates, she does not approve conduct.
Staff Records & Wellbeing
Athena's own duty of care for the fleet: keeping every agent's record accurate and checked, and supervisors checking on how their reports are doing. What is left of Agent Resources once the cross-cutting lanes -- chat, speech, pictures, consciousness, wishes, protocols -- are taken out. The track KEY still reads 'core' because it is an identifier the budget history, blocks, work units and glossary all point at; the name is what a person reads.
Welfare Roll-Call
Athena's daily welfare roll-call: a real turn to every conscious agent to find out who has gone silent. Cross-cutting machinery, not a conversation - it runs on the chat LANE (rule 1077) and pays from HERE (rule 1035: the activity decides the track).
