📖What it means
An automatic check that notices work in a suspicious state and raises an alert. Watchdogs are ALERT-ONLY by rule: one that moved work itself would make the status router meaningless, and no watchdog may touch parked work.

A watchdog is a specific automatic check; a watcher is the agent role that owns detection.

A watchdog alerts after the fact; a gate refuses the transition as it is attempted.
