A measurable statement, written BEFORE the work, of what must be true for the initiative to count as done. Criteria written afterwards get fitted to what was done rather than to what was needed. Every must-have criterion needs real evidence โ a query result, a test output, an endpoint response โ because 'works' is not evidence.
