📖What it means
A measurable statement, written BEFORE the work, of what must be true for the initiative to count as done. Criteria written afterwards get fitted to what was done rather than to what was needed. Every must-have criterion needs real evidence — a query result, a test output, an endpoint response — because 'works' is not evidence.

The neighbours this word is most often confused with, and the line between them.
Not: Requirement
A criterion belongs to one initiative and is graded at its close; a requirement is standing and derived from the live estate.
Not: Test
A criterion states what must be true; a test is one way of proving it.
