📖What it means
The single judgment on whether an initiative's OBJECTIVE was really met — as opposed to whether its steps ran. 'It finished' is true however bad the result was; the Oracle exists because assertions about mechanism are not assertions about outcome.

Not: Review
A review judges the quality of the work done; the Oracle judges whether the point of the initiative was achieved at all.
Not: Gate
A gate checks a condition mechanically; the Oracle renders a verdict.
