Which lane a unit of work BELONGS to, which is not always the lane whose agent performs it. When Albus's bypass runner executes the escalation ladder's rung, the work is the PLANNER LANE'S: the planner side's limits apply to it, it bills the planner-escalated track, and when it fails it counts against the PLANNER breaker. Albus performs it; the planner lane owns it. Urgent work โ Albus's own bypass work merely routed to be done sooner โ is his, on his own track. A granted temple wish belongs to the Wish Keeper's own budget lane, which is not a service track at all. The split is BY ACTIVITY, never by who holds the pen.
