The safety trip that halts a lane when it detects it is doing damage โ looping, burning budget, or repeating a failure. A tripped breaker is the machine protecting itself, not a fault to be cleared without understanding why it fired. A breaker counts the work its lane OWNS, not the work its agent merely performs: a failed ladder rescue trips the PLANNER breaker, never the breaker of the bypass lane that carried it out.

Counting work the lane merely performed is cross-lane interference: it let one failed planner rescue stop Albus's own urgent and wish work. Lane attribution now comes from the claim record, not from whose droid ran.
