📖What it means

The rule that every new initiative lands in its execution lane at the moment it is filed, by one ruled table. The ORION BYPASS is the Carolverse admin's lane and has exactly three doors: the CLI, Orion's internal chat window and Orion's operator chat window (the last two for the admin alone) - plus redirects and Albus's escalations, which are the operator's own work rather than somebody's filing. THE ALBUS BYPASS is the default for anything filed from a chat, and also takes findings filed during an Orion bypass execution. THE PLANNER takes autonomous agent filings, and chat filings where the person EXPLICITLY asked for the planner. THE PLANNER ESCALATION TRACK takes work the planner escalates. The table is the route-initiative-filing skill (modifiable on request); Elrond's filing seam applies it and records a [filing-lane] decision; it fails open, so routing can never block a filing; attempts (-NN) inherit and are never re-routed.

📖Nuance

Amended 2026-09-04 twice. the Albus filing gate accepts targetless albus filings as fresh work, so the Albus-bound routes operate for new filings; a declared target still faces the standing invariants. an explicit planner ask from the person in a chat is honoured, and the Orion bypass became admin-and-Orion's-windows only. The same change cured a silent fault - the chat door files with the AGENT as requester, so the seam read every chat filing as autonomous and sent it to the planner; the user-chat route to Albus had never once fired. An ambiguous chat filing now defaults to Albus's bypass, never silently to the operator's lane.
