The count of initiatives still owing work: the sum of planned, dispatched, parked, redirected, executing and BLOCKED. Reviewing is NOT pending — that work is done and awaits a verdict. Closed and discarded are never pending.

BLOCKED IS PENDING, and it is pending in its own right rather than through a ladder rung. A blocked initiative IS the escalation queue: it is what the Albus bypass escalates to the Orion bypass, whether it was executing one of Albus's own initiatives or a planner-escalated one. It plainly still owes work, and it is waiting on a lane to do it.

The earlier definition admitted blocked work only when the attempt carried an 'orion-escalated' or 'albus-escalated' rung tag. Measured on 2026-09-05, that counted NOTHING: the estate's one blocked initiative sat on the planner_simplified rung, so work that obviously owed work was absent from the pending count entirely.

📖Nuance

Ninad's ruling, 2026-09-05 (CLI-350), superseding the 2026-09-04 ruling that admitted blocked only through a ladder rung. Redirected still counts as pending even though the lifecycle treats redirected as a dead state — the redirect's follow-up still owes work. Any surface showing a pending count must compute exactly this sum (one shared counter, cookbook 937; registered definition, cookbook 938). Measured at the ruling: 191 pending under the old definition, 192 under this one on the same estate.
