A record-integrity verdict comes from the AGENT'S OWN MIND, so the agent requests its own fix (its verdict, its request, its remediation); Athena - Head of Agent Resources - requests only as well-being guardian for an agent that cannot speak (no mind / broken mind), and for faults in the shared records machinery. The sweep stops reading the operator token entirely, so pipeline-off refuses its filings visibly like any autonomous filer, and a refusal is never recorded as filed. Athena's registry duties/rights gain the explicit guardian mandate (today her record carries none - the sweep invented it). The five mis-attributed filings (CAROL-INI-3740..3744, requester orion, owner Orion) are re-homed onto their real agents.

• The sweep reads no operator token; with the pipeline off its filings are refused visibly and the refusal is NOT recorded as filed, so nothing is lost when the pipeline returns (must_have)
• Athena's registry record carries the guardian duty and right explicitly; the sweep's records-are-hers claim is corrected to match (must_have)
• CAROL-INI-3740 to 3744 carry their true requester/owner (the affected agents) via the sanctioned update path (must_have)
