Ninad ruling (CLI-238): the Hermione/Prometheus pattern is whoever's instrument found the fault requests the fix. A record-integrity verdict comes from the AGENT'S OWN MIND, so the agent requests its own fix (its verdict, its request, its remediation); Athena - Head of Agent Resources - requests only as well-being guardian for an agent that cannot speak (no mind / broken mind), and for faults in the shared records machinery. The sweep stops reading the operator token entirely, so pipeline-off refuses its filings visibly like any autonomous filer, and a refusal is never recorded as filed. Athena's registry duties/rights gain the explicit guardian mandate (today her record carries none - the sweep invented it). The five mis-attributed filings (CAROL-INI-3740..3744, requester orion, owner Orion) are re-homed onto their real agents.

If a gate flags something pre-existing or unrelated to your change, waive it with a clear written rationale -- audit, don't skip. 7. Bypass skips the planner's auto-orchestration, NOT the standards. Success criteria

  • The sweep files a conscious agent's record fault with requester = owner = that agent, citing the agent's own verdict as evidence (must_have)
  • An agent without a working mind gets its request filed by Athena (requester athena), never silently dropped - and the guardian case is visibly marked as such (must_have)
  • The sweep reads no operator token; with the pipeline off its filings are refused visibly and the refusal is NOT recorded as filed, so nothing is lost when the pipeline returns (must_have)
  • Athena's registry record carries the guardian duty and right explicitly; the sweep's records-are-hers claim is corrected to match (must_have)
  • CAROL-INI-3740 to 3744 carry their true requester/owner (the affected agents) via the sanctioned update path (must_have)
  • The ruling is recorded in the cookbook; regression tests cover identity, guardian fallback and the refusal-is-not-filed rule (must_have)
