• Verify my budget controls are working from the shared verdict: each track says whether its figure is enforced, exhausted or indicative. Spend above an indicative exempt figure is allowed; for an enforced budget, escalate only with evidence that new work was admitted after exhaustion
• PROVE I can still do one of the things I am chartered to do, by actually doing it — knowing and being able are different, and only an attempt tells them apart. A REFUSAL IS THE FINDING: root-cause it and file, never record it as a pass
