Finish wiring the three Quality Management apps (Improvement Register, Quality Scorecard, Lessons Learned): generate their nginx routes via Radagast and reload, and wire Prometheus's App Steward (stw-043) so the apps are auto-relaunched if they go down. The Quality Scorecard currently serves only on its local port.
