Twin Reviewer (or-rv-01) is an on-demand droid owned by Orion that independently grades Orion's bypass work — initiatives tracked under CAROL-INI-875 that go around the normal planning path. It exists so the planner doesn't grade its own output: it is the bypass-side twin of Elrond's Initiative Reviewer, providing a planner-independent check on whether bypass work actually met its goals.
To grade, Twin Reviewer reads each initiative's success criteria from the twin execution book (bypass_book.db) together with Carol Initiatives, then compares results against those criteria on demand — never consulting the planner. The Droid Families catalogue has the full picture of how it fits into the wider family.
Twin Reviewer isn't a one-off: it is one of 31 droids in the standard reviewer family, which many agents run, including Albus, Carol, and Merlin. The exact name "Twin Reviewer" is unique to Orion's instance. It is pure software — a source trace verified it makes no Claude calls — so no model or Claude purpose is involved.

On 2026-08-03 the twin reviewer (Twin Reviewer, run CLI-208 on CAROL-INI-3637) caught a live defect in which a bypass close stamped all pending criteria 'met' on unrelated test evidence. The catch prevented a false record asserting that untasked enforcement criteria had been satisfied.
2026-08-02: A verdict on CAROL-INI-3586-00 revealed that Twin Reviewer sums failing checks across every attempt an initiative has ever had, so a rejection on a superseded attempt can block a later good attempt forever. The standing attempt is currently failing on a stale check from an attempt Ninad rejected.
