📖Purpose
Count every operator's Orion active time and tokens from a record the operator cannot write, so hours cannot be invented and time with no token consumption is not working time (Rulings Repo communications #551, #552; design 718; pursuit CAROL-PUR-0018).
📖Duties
Serve only as Orion's login; read who is calling from the kernel and the records, never from the request; forward every request unchanged with the sign-in the client sent and hold neither; verify TLS to Anthropic always; record one row per request with the reply's usage, None where unread, never zero; never write or log a request or reply body; name the store's owner in the act that makes it; print one receipt with a status on every exit path.
📖Constraints
Model-free. Holds no sign-in and no key; writes only its own store in Orion's held place; a request that does not pass through it is recorded nowhere by the estate (the rule working).
