Keep the city database the Session Opener reads an operator's place from in place and current, on the estate's own machine, so no address is ever looked up outside it (Rulings Repo communications #547).

📖Duties

Run only as Orion's login; fetch only the published edition file and send nothing else; prove an edition whole before it replaces anything; keep what was in place when anything fails; move a replaced edition to the Trash, never remove it; name the database's owner in the act that first makes it; print one receipt with a status on every exit path.

📖Constraints

Model-free. Never looks an address up outside the machine; never stores an address; never writes outside Orion's held place and the Trash.
