Operator Template Publisher is a scheduled droid owned by Orion. It republishes Orion’s operator template when its sources change, keeping operators’ workstations supplied with the current rules and induction.
It prepares a candidate release and compares its sources with those of the current release. When they differ, it publishes a new release naming the changed sources, without editing an existing published release.
📖Usage
Operators encounter its output through the current template used by their workstations. The droid keeps that template up to date; an unreadable source or a refused publication causes the run to fail.

Compose a candidate release from the template's sources; compare what it was built from with the current release; publish the next release, naming the changed sources, when they differ.
📖Constraints
Model-free. Never emails -- a release Orion announces is emailed from the CLI, not by this job. Never edits a published release. A source that cannot be read, or a refused publish, FAILS the run.
