Initiative Filer is an on-demand author droid owned by Orion. It exists to file initiatives on its owner's behalf: it drafts the title, description, requester, originating channel, decisions, requirements, success criteria, and strategy, then validates the proposal against cookbook gates before posting it to the initiatives tracker.

It works when called upon rather than on a fixed schedule. Once asked to file something, it assembles the full initiative record, checks it against the required quality gates in Build Cookbook, and posts the completed initiative. This keeps the paperwork consistent and saves its owner from manually composing and validating each submission.

This droid is not unique. It is one of 26 author-family droids, and another exact copy named “Initiative Filer” also exists. Several other agents run author droids like this one, including Albus, Archon, Argus, Carol, Elrond, Forge, Sage, and Leo. It is pure software: its source contains no Claude calls, so it does not use a language model.
