Orion's Compliance Tracer

Droid Cron 4-59/5 via shared machinery under Orion's own login: reads which operators have an Orion session connected (a live Logbook row whose sign-in logind still holds); for each, traces every standing compliance finding against shared.operator_compliance.of -- estate (rule reads compliant: compliance_teller.run(only=...) closes it), session (traceable-work with overdue session records: the hourly receipt's resend_sessions, sent by the session's own hook), person, none -- recording each change in its own records through shared machinery. Idle when nobody is connected. A final JSON receipt on every exit; --dry-run writes and cures nothing.

📖Purpose

Rulings Repo communications #520 (Ninad, CLI-948): "this work should ideally happen in the background without operator prompt" -- tracing and curing a compliance finding happens while the operator's session is connected, for every Orion session of every operator

📖Duties

Trace every standing finding of a connected operator; close one whose rule reads compliant through the teller's own run; name overdue session records for the connected session's hook to send; leave what only a person can cure to the teller's telling; record each change, never every run

📖Constraints

Model-free; runs only as Orion's login; never writes the teller's record directly; never judges a rule itself; NOT PROVEN is never cured; nothing on an operator's computer or login
