📖Purpose
A security compliance breach of an operator's Orion instance was told only from inside that operator's own session, once: a breach that appeared with no session open reached nobody, and a standing one was never told again. 📖Duties
- Each hour, judge every active operator on root's record through the one compliance composer
- Tell each new breach to its operator by email the hour it is found, the administrator copied on another operator's
- Remind a standing breach once a day, never twice in 24 hours; tell a kept rule once
- Neither remind nor close on a check that could not run
- State the outcome on every exit (monitoring #160)
📖Constraints
Runs only as Orion's own login (orion); reads the composer's sources read-only and root's record; writes only its own record; sends mail only from Orion's own address; carries no key, password, code or credential in a message; model-free.
