The execution of a single step of an initiative: converting a step into tasks/activities and running them (blocks plan_step, execute_step, review_step). Owned by Merlin (the Orchestrator) and carried out by the Step Execution Orchestrator/Sequencer and the step-execution engine. Formerly called pipeline execution; the pipeline refers to the whole 10-block build pipeline, whereas step execution is specifically Merlins per-step task-running machinery. Distinct from initiative-level planning and review, which are Elronds.
