How a slot enters the estate, the same way for every vendor: it is declared (subscription and model named, the subscription taken from Procurement's register), its sign-in is enrolled with the keeper, the keeper proves the sign-in and its renewal, each login that will use it is proven through the door, the tracks that will run on it are registered, and only then is it live. One tool does it, and a slot missing a step cannot be marked live.
