A hard boundary around who may reach a paid vendor lane. Claude Max is ringfenced to the operator alone; Carol's metered lane is ringfenced to her own identities. A ringfenced role whose lane is unavailable gets a VISIBLE refusal — never a silent fallback to somebody else's budget.
