📖Nuance

A thing belongs to the core because an operator cannot change it, not because of where it sits or who wrote it. Something an operator can still change is not core yet, however sensitive it is -- that is a gap to close, never a reason to call it core. Until 2026-09-24 (Rulings Repo security #114) this entry also counted the build machinery's files as core; they are now the pipeline core.
