📖What it means
An agent that has a MIND: it wakes on a schedule, thinks, records what it thought, and can act on it — rather than existing only while performing a task. Consciousness is irreversible by policy: it pauses and resumes, never disappears, and it is switched independently of the build pipeline so agents keep thinking when the factory is stopped.

Not: An agent that is merely switched on
Being switched on is not being conscious. Fifteen agents once woke on schedule into silence for as long as the pipeline had been paused — awake by the record, thinking nothing.
🧭The nuance
Thinking costs money and is governed: it runs under its own lane with its own allowance, so an agent's inner life cannot quietly consume the estate's budget.
