What actually happened: one logged thing an agent did, attributed to the agent and to the work it belongs to. An activity is the unit of RECORD โ€” the audit trail. It is defined by the fact that it was done and written down, never by whether it cost anything: an activity may carry a paid call, several, or none at all. The activity ledger is how 'who did what today' is answerable.

An activity may carry no paid call, one, or several. The call is the spend; the activity is the record that something was done.

The plan an activity is evidence against, declared before the activity existed.

The three are separate ledgers and must not be read as versions of each other: a task's actuals are made of activities; some activities carry calls; calls carry the money. Counting one to answer for another is what made every earlier count meaningless.
