Ninad rulings 2026-08-11 after a live stranger-mode test double-minted a user and the turn was refused on the sales track: (1) an anonymous session creates EXACTLY ONE user record and folder, and that identity is deleted automatically when the anonymous session ends (immediate on stranger-mode exit; idle backstop via Athena's sweep, trash-rename never rm). (2) Anonymous Carol conversations belong to the Agent Chat service - billed to its web track for web strangers and its WhatsApp track for WhatsApp anonymous users - never to sales.

⚖️Decisions

• Elrond's bypass methodology checklist (a reminder, not a gate -- you've got this): 0. File it requested_mode='bypass' (planner-vs-bypass is a deliberate choice). bypass_start REFUSES a non-bypass initiative (CAROL-INI-1846), and the dispatcher only skips the bypass lane when the mode says bypass -- a 'planner' mistag lets Merlin's pipeline grab the placeholder step and block your finished work. 1. Filed as planned status -- let the bypass claim/activate it; never file active. 2. Open the bypass (bypass_start) with your droid id + the remediation answer (remediates_initiative_id=NNN, or remediates_nothing=True). 3. Work the blocks for your work-type: template -> design -> code -> test -> review. Do the real work; record decisions on the initiative as you make them. 4. Reality is recorded for you at close -- code (files changed), each decision, and the twin-review verdict become real activities tied to this initiative and show in the Activity Tracker like a planner run (CAROL-INI-1840). No dummy rows. 5. Keep the initiative status moving; it parks in 'reviewing' and is tagged uat-pending for you at close (CAROL-INI-1836), so the stuck-watchdog leaves it alone until UAT. 6. Close runs the gates (design/architecture compliance + caller-audit). If a gate flags something pre-existing or unrelated to your change, waive it with a clear written rationale -- audit, don't skip. 7. Bypass skips the planner's auto-orchestration, NOT the standards. • UAT guide (CAROL-INI-3780): (1) Toggle stranger mode in Carol Chat and send a message - exactly ONE user record and one stranger folder appear (no uid folder, no person record). (2) Toggle stranger mode off and open your normal chat - the stranger identity vanishes within seconds (rows gone, folder trash-renamed). (3) Repeat the test and watch the cost page: the turn's model calls carry the Agent Chat WEB task, not sales. Same for an unnamed WhatsApp guest: their turns carry the Agent Chat whatsapp task. NOTE: the Agent Chat web track is currently SWITCHED OFF, so an anonymous web turn will be refused by the switch (honest, by design) until you switch that track on - that switch is your lever, not part of this build. Athena's daily sweep is the backstop for abandoned anonymous sessions and already cleaned 21 stale ones from July.

✅Success criteria

• One anonymous message mints exactly one users-table row, one person row (correct channel) and one folder - proven by repeating the live test (must_have)
• Ending the anonymous session (stranger-mode exit) deletes the identity immediately; an idle anonymous identity is swept within a day by Athena's sweep (rows deleted, folder trash-renamed) (must_have)
• An anonymous web turn's model calls bill the Agent Chat service's web track and an anonymous WhatsApp turn its WhatsApp track; no anonymous turn bills sales (must_have)
• Regression test locks single-mint, auto-delete and the billing attribution; suite baselined with zero NEW FAILURE attributable to this change (must_have)
