Scope: create two new switched-off media tracks (constitution-media for Orion Logbook art owned by agt_023; governance-media for Carolopedia art owned by agt_010), give each at least one work unit, re-point the two callers work tickets so the door books the ticket in force (Scriber's own story media unchanged), supersede the all-pictures-to-Scriber cookbook rule, restart the generator via Radagast so the TIER-0 switch gate is live, verify the off-switch refusal at the real door, baseline regression tests.

- Elrond's bypass methodology checklist (a reminder, not a gate -- you've got this): 0. File it requested_mode='bypass' (planner-vs-bypass is a deliberate choice). bypass_start REFUSES a non-bypass initiative (CAROL-INI-1846), and the dispatcher only skips the bypass lane when the mode says bypass -- a 'planner' mistag lets Merlin's pipeline grab the placeholder step and block your finished work. 1. Filed as planned status -- let the bypass claim/activate it; never file active. 2. Open the bypass (bypass_start) with your droid id + the remediation answer (remediates_initiative_id=NNN, or remediates_nothing=True). 3. Work the blocks for your work-type: template -> design -> code -> test -> review. Do the real work; record decisions on the initiative as you make them. 4. Reality is recorded for you at close -- code (files changed), each decision, and the twin-review verdict become real activities tied to this initiative and show in the Activity Tracker like a planner run (CAROL-INI-1840). No dummy rows. 5. Keep the initiative status moving; it parks in 'reviewing' and is tagged uat-pending for you at close (CAROL-INI-1836), so the stuck-watchdog leaves it alone until UAT. 6. Close runs the gates (design/architecture compliance + caller-audit). If a gate flags something pre-existing or unrelated to your change, waive it with a clear written rationale -- audit, don't skip. 7. Bypass skips the planner's auto-orchestration, NOT the standards. ✅Success criteria
- Two new tracks exist: constitution-media (Image and Video, service constitution, owner agt_023) and governance-media (Image and Video, service governance, owner agt_010), both provider gemini, both created switched off with reason and actor recorded (must_have)
- Each new track carries at least one active work unit with matching service, owner and payer (Logbook hero image for constitution-media; Carolopedia page image for governance-media) (must_have)
- A picture bought inside the Carolopedia page work ticket books governance-media, one inside the Logbook authoring ticket books constitution-media, and Scriber's own story media still books initiatives-creative-media - proven from ledger rows, not records (must_have)
- The RUNNING picture generator enforces the current gate: with the tracks switched off the nightly Carolopedia picture call is refused at the live door and the refusal names the switch (must_have)
- No history rewritten: initiatives-creative-media keeps its key, tasks and budget history; reference counts for touched keys match before and after (must_have)
- Regression tests baselined for the per-ticket booking and the off-switch refusal at the door; the all-pictures-to-Scriber cookbook ruling is superseded with a pointer to the new rule (must_have)
