Ninad (2026-08-07): (1) tracks render as CARDS, three per row; (2) the service is OUTSIDE the cards — a section header above its tracks, not a box containing rows; (3) ordering is by DAILY BUDGET (declared cap), not actual spend — services by their governed budget total, tracks by their cap; the exempt CLI lane carries no budget and sorts last with an Exempt mark. Budget is added to the ONE composer (service_track_status.assess) so the view computes nothing (cookbook 1126); the 3724 regression sort assertions update to the new ruling.

Success criteria

  • Track cards render three per row on desktop (responsive below), with the service as a header OUTSIDE the cards (must_have)
  • Services and their tracks are ordered by daily budget, highest first; exempt tracks sort last and are marked Exempt (must_have)
  • Each track card shows its daily budget alongside spend, and the budget figure comes from the shared composer, not page-side computation (must_have)
  • The 3724 regression suite passes with its sort assertions updated to budget order (must_have)
  • Verified by rendering and looking: header outside, 3-up grid, order correct, filters still work (must_have)
