CAROL-INI-666 shipped without its cookbook entry because roadmap.db WAL/SHM files are owned by forge (autonomous-loop residue). Fix: (1) restart roadmap app cleanly so WAL files are recreated owned by caroladmin, (2) POST the Blueprint-subscription-is-the-gate cookbook entry via /api/strategy-cookbook. Content drafted in CAROL-INI-666 closure.
