File a new policy category 'Service Architecture' in Carol's policies app that codifies the formal policies Gandalf must comply with when designing a service: VM provisioning rubric, WhatsApp tunnel sharing, build pipeline isolation, chat surface ownership, data residency, cost ceilings, service-template propagation requirements. The Strategy Cookbook captures HOW Gandalf thinks; these policies are WHAT he must respect. Filed as planner-mode so the policies team (Themis) reviews the wording before publish.
