Deciding what the estate buys, before money is committed. A need for a vendor, subscription or paid service is assessed: the options are sourced and compared, the terms and the cost are set out beside the alternative considered, and one recommendation is made to the person who approves the spend. Renewals and expiries of what the estate already pays for are tracked so nothing lapses or renews unseen. This track does not set or police spending limits (the Budget Control track does), does not charge projects (the Billing track does) and does not audit a purchase (Themis does). Owned by Marco, Head of Procurement. Subscriptions, their plans and their provider balances are HELD here since 2026-09-17: the Model Subscriptions app, the reader that asks each vendor its own billing page what the account holds, and the watch that answers a subscription whose credit is exhausted. Reading a balance is not policing a limit - Budget Control still reads these figures and still decides what any track may spend.
