The estate's own money kept under control: cost estimates reconciled against what the work and the cloud bill actually cost, the journal of every change to a spending limit, each morning's funding of the tracks, the daily watch for spending with no work ticket behind it, the daily budget-compliance verdict, and the service catalogue export. It governs money once a commitment exists; deciding what to buy is the Procurement track's, and charging projects is the Billing track's. Displayed as Core until 2026-09-17 - the key is unchanged. Subscription balances were read here until 2026-09-17: moved subscriptions, their plans and their provider balances to the Procurement track (Ninad, CLI-468), taking the Model Subscriptions app, the balance reader and the credit watch with them. Budget Control still READS the balances it needs - it no longer holds them.
