Spots when a new project is really the same as one already open.

Before a new project is admitted, this checks whether it is really the same work as something already in progress — first by comparing cleaned-up titles and target names, then by asking the AI if the intent matches. If it cannot decide, it lets the project through rather than blocking it. Elrond's intake gate uses it.
