The Carolverse delivery methodology: how a request becomes a governed, budgeted, continuously improving business.

BLOOM is the end-to-end methodology by which the Carolverse takes an approved request and turns it into a running, governed project — and then into a business. It is five phases. The first two set the plan and win the user's approval; the middle one executes through governed initiatives; the last two keep the project improving and run it as a business within its contract. Every artifact BLOOM produces is a first-class record in the estate — nothing lives in prose alone.

📖Blueprint

From approved request to a fully defined, costed, accountable project.

Take an approved request and define everything the project needs to exist as a governed unit: who it is for, what it will do, who works on it, what it costs, and how it pays back.

Starts when:
- A request exists and has been approved by the operator or an authorised approver.

Finishes when:
- Contract, project definition, org, roadmap v0, operating model and business plan all exist as records and are internally consistent (org staffed, roadmap costed, budget within contract).

📖Learn

The plan meets the user — and improves before a cent is spent.

Put the blueprint in front of the user: communicate the plan and roadmap, share estimates, gather inputs, refine, and secure explicit approval. Learn is the phase that makes the rest of BLOOM legitimate.

Starts when:
- Blueprint complete: a costed plan exists to show.

Finishes when:
- The user has approved the refined plan, roadmap and budget, and the approval is on record.

📖Orchestrate

The approved plan becomes governed, budgeted, reported execution.

Turn the approved roadmap into initiatives, fund them, execute them through the estate's governed lanes, and keep the user informed with status reports that tell the truth.

Starts when:
- User approval on record; budget allocated to tracks.

Finishes when:
- Roadmap milestones delivered, or the project consciously re-scoped with the user; spend.

📖Optimize

The delivered project gets better, cheaper, and starts becoming a business.

Engage the user on the running project: improve it, reduce its cost, enhance functionality, improve documentation, add services — and convert the product into a business.

Starts when:
- A delivered, running project with real usage and real cost history.

Finishes when:
- The project has a measured improvement loop and a commercial shape — or a recorded decision that it stays internal.

📖Manage

Run the project as a business, inside its contract.

Manage contractual obligations, sales, operations, finance and every critical aspect of the business for the scope of the project, as defined in the contract. Manage is bounded by the blanket contract from Blueprint — nothing is managed that was not contracted.

Starts when:
- A commercial package or a standing contractual scope to operate.

Finishes when:
- Ongoing: the project runs as a business inside its contract, with obligations, money and operations continuously accounted for. Exit only by contract end or renegotiation — which loops back to Blueprint.
