Second line of the Two-Agent Enforcement Doctrine (P.01.01.01.09): once a month Themis prepares a compliance report naming any non-compliant service and its accountable lead. Report only - no filing, no fixing.
What the droid actually does
Run shared/llm_compliance.full_report monthly; write audit_findings rows to Themis ledger + a markdown report under data/compliance_reports/; emit run-audit.
