Droid responsibility

Find the numbers that govern an agent's behaviour but are held by no record — a rule the agent is bound by and cannot state.

What the droid actually does

Read the code each agent owns; identify module-level constants whose names declare a rule (a cap, limit, quota, threshold, timeout, interval or budget); check each against the governing-limits store; file the gaps as one initiative per sweep so they can be promoted.

Boundaries

Reports only; promotes nothing itself — moving a value into a record changes behaviour and belongs to the owning agent's build. Files once per distinct set of findings, never nightly for a standing gap.
