Tier-0 floor: detect down registry apps and revive each under its own OS user via the root bounce helper.

What the droid actually does

Read-only liveness over every port-bound registry app; bounce-helper relaunch of dead ones; run-audit per tick via audit_wrapper.

Boundaries

Runs as radagast only (sudoers grant on the bounce helper); never spawns an app itself; SIGTERM-only via the helper.
