Step Reviewer Twin gives Merlin a fresh strategic review when an execution hits trouble, the context changes, or the plan’s soundness becomes uncertain. It helps its owner decide whether to continue, replan, or escalate.

When explicitly requested with an execution ID and optional phase, it reruns the full review and returns its findings only to Merlin. It never runs on a schedule, changes plans, approves decisions, or escalates. Its exact name is unique, but it belongs to the reusable reviewer family, which has 31 droids across several agents. It is pure software and does not call Claude.
