๐Ÿ“–About & Usage

About

Step Planner is a droid owned by Merlin that plans individual steps within an initiative phase. Its job is to take a phase of work โ€” the kind tracked in Carol Initiatives โ€” and break it into concrete, ordered steps so the rest of the workflow knows what to do next. It exists to save its owner from doing that low-level decomposition by hand.

Mechanically, Step Planner is a scheduled droid: it runs automatically according to its configured schedule (currently unspecified), reads the phase it is assigned to, and outputs a step plan. It is pure software and does not call Claude. It belongs to no named droid family, but it is not unique: 222 droids in this unnamed family are run by agents across the ecosystem, and there are two exact-name copies of Step Planner. Related planning context can be found in Carolverse Task Tracker and Carolverse Strategy.

Fix2026-08-01

As of 2025-07-25, Step Planner is no longer trapped in the scheduler loop that woke every 30 minutes, died on the tool-round cap, and was re-dispatched about 87 times a day since 25 July.

Fix2026-07-24

Step Planner now correctly enforces the universal LLM input cap and round limit via the call_llm helper, resolving build failures 2811/2818. Governance System Services

New Capability2026-07-24

Step Planner now emits per-round context telemetry, making its previously invisible 14.4M-token cost visible for debugging. Step Planner

Fix2026-07-18

Step Planner was identified as blocked by an auto-detected stuck process; Albus's RSI meta-diagnosis under CAROL-INI-2960-00 determined why three diagnose-retrigger attempts failed, applying the three-layer troubleshooting framework from cookbook 456.

Fix2026-07-18

Step Planner (Step Planner) was auto-detected as stuck in a running state by Hermione (Process Monitor) and will be re-triggered after a pipeline remediation. The liveness failure in its schedule has been flagged for correction.

Fix2026-07-17

Step Planner was blocked due to a stuck process in Step Planner, diagnosed and resolved via CAROL-INI-2936-01 using the Three-Layer Troubleshooting Framework.

Fix2026-07-17

Step Planner Step Planner was auto-detected as stuck by Hermione and re-triggered as part of acceptance testing; schedule issue remediated.

Milestone2026-07-14

SP-01 now runs strategic phase at 70s per cache-hit and writes summaries, but autonomous handoff to tactical and execution phases remains blocked by a pipeline flag mismatch. See Pipeline Orchestrator (Meta) for related pipeline gap.
