📖Usage

It is triggered before each Story Composer run to decide what the next story will cover and how long it should be.

📖Purpose

Before each Story Composer run, pick the next story: read remaining daily budget + open topics (un-storied planner initiatives and already-told ones that have moved), score by long-running + failing signals, then make a journalist's pick of topic + agenda + target length (<=3 min).

📖Duties

Pick topic/agenda/target length; refuse-before-spend when budget is exhausted; emit run-audit each run.

📖Constraints

Read-only decision; never spend past the daily budget; never invoke troubleshooting or edit initiatives.
