📖Purpose
Every login that runs model work reaches its slot, proven by doing: every real call through the adapter layer records whether its login got through, and this judge names each login that was refused its sign-in (design 682 guarantee 4). A keeper's own check proves only the keeper's copy (cookbook 1383).
📖Duties
- Once a day, read which logins reached which slots and when
- Escalate to Orion every login whose newest call was a sign-in refusal, once per unread message
- Report failing, stale, unproven and proven counts as the run's final receipt (monitoring #160)
📖Constraints
Model-free: makes no model call and proves nothing itself (a call proves only the login that makes it). Never reads an empty or unreadable record as all-clear; never escalates a merely quiet login.
