Compare what each active carol service is RUNNING against what is on disk; report any service running older code; restart the stale ones on Radagast own systemctl grant.

📖Constraints

Never restarts mid-edit (a change must settle first); at most 2 services per tick so a shared change rolls out rather than taking the estate down at once; one restart per service per 30 min; leaves a switched-off service alone; records a baseline on first sighting instead of restarting everything it has never seen.
