Sign-in Keeper (receipt reader)

Droid Reads the sign-in keeper's receipt for every slot it holds (Codex, Claude) and escalates a spent, failed, stale, unforced or unreadable renewal, or a published copy that carries a renewal code

📖Usage

Proceed only after the owning app’s declared public fields are verified through `shared.carolopedia_publication`.

📖Duties

Daily: read every keeper slot's receipt through keeper_verdict; escalate each slot that is not OK to Orion as a critical alert naming the slot; record the run in the run audit with a final receipt.

📖Constraints

Never reads, copies or renews a sign-in (it cannot open the keeper store, by design); never marks a slot OK that it could not read.
