📖Purpose
RC-01 runs every 5 minutes checking for reporting inconsistencies before they grow. It verifies that activity counts in agent records match actual results, confirms supervisor summaries align with their team's real activity totals, and ensures project totals add up correctly. When numbers don't match, RC-01 flags the discrepancy with specifics for Themis to investigate.
