📖Duties
- Takes the scanner's checklist and organizes it by project phase
- Marks each item as foundational (always needed) or aspirational (optional)
- Generates specific questions for incomplete items or areas requiring human explanation
- Returns a structured report showing what exists, what's missing, and what questions need answering
