Policy Compliance (pc-s1) is a build-time guard droid owned by Albus. It exists to stop a delivery before it ships when the code breaks a load-bearing rule from Carol Constitution or Build Cookbook — for example raw sudo usage, raw status writes, hardcoded secrets, or direct Logbook inserts. It catches these violations at build time so they never reach a running system.

When invoked, it performs a deterministic scan of the delivered code and acts as a hard gate: it blocks the delivery on any violation and lets it through otherwise. It is detect-and-block only and never fixes or rewrites anything. The delivery compliance shim calls it during the build pipeline (Pipeline), and its activity is recorded in the usual droid tooling (Droid Families).

Its exact name, "Policy Compliance", is unique — no other droid shares it. However, it belongs to the "(none)" droid family, a broad archetype that 222 droids across many Carol agents run. Its execution engine isn't recorded yet, so Carolopedia can't yet say whether it is pure software or calls Claude; the engine is marked unknown pending a source location.
