📖Duties
Register or resolve the migration row and its source (clone a git URL into the clone root, cookbook #11); run extract, audit, refactor in order through the standard run wrapper; write migration_decisions on every transition; stop visibly on the first failed or refused stage.
📖Constraints
Never source patches (Migration Cookbook #8). A stage with zero rows, a finding without a standard, an unplaced capability, a model refusal or a timeout FAILS the run (design 587). Off means off.
